Assume you want to a to be 1M, the solve for b = ?*a. That gives b.
Knowing you want a to be 1M and you want 1 L, calculate grams acid and grams of say sodium acetate. I estimate you can use 60 g HAc and about 9 g NaAc but those aren't exact numbers.
