you have 12Molar HCl, you want to dilute it to 5Molar.

You have to decide what volume of 5Molar you want. Lets call it some volume V.

so you are diluting 12/5 times, or 2.4 times. How do you get that? one part acid, 1.4 parts water.
To get a final volume V, which is 2.4 parts, then you must use V/2.4 (one part) of the 12M acid, and then add 1.4V/2.4 water. Always add acid to water.

Now if you wanted just to dilute some volume of 12 M acid, then you add it to 1.4 times as much water, and you then make 2.4 times as much of the new dilute 5M.
