    NOT 7^(9/3) = 7^3
    subtract exponents when dividing numbers. What you have is

    7*7*7*7*7*7*7*7*7
    ------------------------
          7*7*7

    only three of the 7's cancel

    z^8/z^12 = 1/z^4 = z^-4
    So, D, not C

    #3 ok

    #4 not sure what that trailing 2 means, but
    a.b^-2/b^4 = (1/b^2)/b^4 = 1/b^6
    b.w^5/w^-3 = w^5 * w^3 = w^8
    c.5^3/5^5 = 1/5^2
    d.4^7/4^7 = 4^0 = 1
    Looks like A and C both work.
