How does the United States deter North Korea from exploring ballistic missile research in creating an intercontinental ballistic missile?  What should the United States do if it is determined that North Korea is very close to creating the technology to send a missile across the Pacific Ocean to our nation here?

My advice is to be very watchful, but not confront North Korea. It's a small country and one of the poorest in the world. I'm sure we can keep a watch on them and could divert any long-range missile.
