  1. I think all of the above are true.

    What does your text say?

  2. I think C and D are less likely to be correct. There has been a "push" to make English the "official" language, and there was a great deal of pressure for schools to adopt bilingual education programs going back to the 1970s. I'd opt for B, but PLEASE do check your text, because there was concern about all of these items at one time or another.
