SSD is slightly soluble in water of neutral pH: about 8 mg/cc. However, as pH is adjusted, it is very soluble in pH 2-3, and is soluble in very alkaline. Solubility in nitric acid, and concentrated ammonia solutions is significant.
Solvent for Neo? I am not certain solubility is a valid term for bacteria grown products, but I don't know of any solvents for Neo. It is a grown bacteria product, dried as a product, then inserted into a gel or oily medium as a suspension. The medium is selected to be water soluble, so it can be easily washed off by fastidious mothers.
