Not necessarily at all. Groups promoting environmental protection are "public-interest" groups, but not supported by everyone at all!

That's just one example. Groups dedicated to preservation of historic buildings are "public-interest" groups and see such preservation as in the public interest, but the developer who wants to tear it down and build something more profitable on the site may not agree at all!

You are well off the mark with answer D. Answer C is probably what the teacher has in mind, but I know many who would debate that. As an example of a public interest group, take the League of Women Voters. Answer C would fit them, but even they lobbied for the Right to Vote movement, and The Equal Rights for Women legislation.
