THEN you will be ready to decide what to include, what to omit, and what to write.

What city or area are you referring to?
What are the polluting elements in the air?
What kinds of things cause the pollution?
What kinds of damage do these polluting elements cause? To whom? Everyone? Only people with certain health issues?
What has already been done to try to keep the air cleaner?
Have those measures worked? Why have they worked -- or why have they not worked?
What further measures have been proposed? Are they workable or not? Why?
Etc.
