I'm lost on the question and she states she doesn't know either and the teacher didn't go over it. Please help me to understand.

clearly the number was between

311,111 and 314,999

and was rounded to the nearest 10,000

It could not be less than 310,000, because then it would have been something like 306,827 with a zero.
