I'm not sure what you mean here. A Board of Directors usually is a term applied in private business, and meetings are rarely open to the general public. Community organizations have "boards" as in school boards, county boards of supervisors (sometimes called boards of commissioners), and city councils and commissions are "boards" of a sort, and their meetings are always open to the public. Communities have Library Boards, for example, to supervise public libraries. Public hospitals have boards. Townships have boards that govern the township in unincorporated areas. Your town has such bodies.
