Why would inconsistency be bad for the organization? Like different practices in hiring, recruiting, training across branches?

  1. If is smacks of discrimination, it is probably illegal. It is easier to enforce rules if you enforce them, and it is bad for morale if it appears willy-nilly, or favoritism is followed. And often, when there is inconsistency, that is the case.
