Street vendors = best
----------------------
If the sellers has shops, then which expression is right? If they don't have carts which can be moved, do we have to use 'shopkeepers' or 'shop owners' or juse 'sellers'?

I'd say "shop keepers." We don't know if they own the shops.

If the sellers have shops, they are not street vendors, they are shopkeepers. A street vendor usually has a moveable cart, not a stationary location. Shop owners may not apply if the shopkeepers do not own the real estate. Sellers is appropriate for both street vendors and shopkeepers.

If the sellers have shops and do not move around with carts, the most suitable term to describe them would be "shop owners." This implies that they own and operate the shops where they sell their goods. The term "shop keepers" could also be used, but it generally implies someone who is responsible for managing the day-to-day operations of a shop rather than necessarily being the owner. The term "sellers" can be used as a general term to refer to anyone who is engaged in selling goods, but it does not specify whether they have a physical shop or not.
