I think they mean ideological factors. Isolationists dominated Congress and national thinking before the war, but the war forced America to know we could not be isolated behind our oceans, we had to be involved in "foreign affairs."

Economic means money. Did the U.S. stand to gain profits from overseas trade?
Racial factors have to do with discrimination against blacks and Asians.
