Yes. The legend is just that. The violin had not been invented yet, but the metaphor may be accurate. :)

Gene, pay no attention to this Eevee person. Fiddle is another name, according to the dictionary, for a violin. The point of the legend about Nero is that he was a very poor emperor. If he actually played a musical instrument it might have been the lyre. The metaphor may mean that he was "fiddling around" (wasting time) while Rome burned or otherwise fell apart.
