Does "pictures" refer to art prints? If so, they might be in long, thin deep drawers. Or if they are mounted on frames, they may be stored in racks.

I doubt any library stores clippings. The primary way nowadays to store articles is by means of the Internet or a database that the school purchases, such as EBSCOhost or NewsBank. Some libraries still have actual magazines, newspapers, or journals available, with back issues stored online or on microfilm.

It all depends on the library and their funding.
