y=-3

I4 has no slope. Hmmmm. That is imposible. The slope can go from negative infinity to positive infinity, inclucing a slope of zero. Now if you mean zero slope, then

y= any number, it will be parallel to I4. Now when y=-3 is on the line, as given, the line is y= -3.
You are correct, if no slope means zero slope.
