I'm not sure what "family values" have to do with a choice of where to live. It depends on how you define "family values." If the extended family lives in one locale, you may want to stay where they are. Otherwise, "values" have little to do with where one lives, per se.

Okay. As long as you make your case cogently, you're fine. "Family values" often dredges up religious beliefs and social issues in today's parlance. Cities tend to be more politically liberal, so strict or right-wing conservatives may be more comfortable in more rural areas, and vice versa. But valuing family relationships doesn't vary from the city mouse to the country mouse just because of where they live.
