I keep coming the answer of sovereign immunity but I am unsure. I am trying to write a paper and here is the question: Why a government leader, politician, or special interest group invoke sovereignty?

Considering the large number of frivolous law suits, I'm glad our governments don't have to waste time, energy and money on law suits.
