Do a little simplification first.
As long as x≠5,
(x^2-25)/(x-5) = (x-5)(x+5)/(x-5) = x+5
So, what you have is, f(x) =
x+5 if x <= -1
2x-3 if x > -1
So, since 4 > -1, f(4) = 8-3 = 5
And, since -1 <= -1, f(-1) = -1+5 = 4
