I have C and D eliminated. I'm thinking its A or B. Can't find the answer in my book.

It can't be A because a NYT reporter is supposed to be unbiaswed. S/he simply reports the news.

Issue Networks: informal groupings of experts and lobbyists in and out of government organized to influence a specific policy.
