What institutional factors lead to a slow legislative process? Is the process too slow? If so, what can be done to speed it up?

Democracy is not an efficient form of government. Making sure that everyone's voice is heard and that decisions are made after careful thought and discussion is messy. Dictatorships are more efficient because one person tells everyone else what to do.

I agree, but what in fact do you think this teacher means by "institutional" factors?

Institutional factors are those that are rules for Congress -- such as the Constitution, compromise, and democratic practices.
