It can be either 144.40 or 144.4, but I recommend using 144.4 as the answer.

Round up .05 to 0.9 and round down if .00 to .04. Then I have .04 which rounds up to 0.0, so the answer is 144.40

Yes, it is the answer. I have seen two ways of showing the final answer, so that is why I said 144.4. With my teachers, they wanted me to round the decimals without the 0. So, like with your answer of 144.40, they wanted me to say 144.4 instead. Both of them are the same value, so that is why I said both. Either way is find, so you can do either.

You have to double the radius to get the diameter so, 2 x 23 = 46. Then you multiply 46 x 3.14 (pie) and then you will get 144.4
