About question 6, a student, her mother, and two of us tutors debated between A and D. We agreed that people went to cities for jobs, not education. Also, cities were not safe. Our conclusion was that this is a very bad question. I doubt if low taxes for small businesses was a prime motivating factor drawing people to cities.
