Are these sentences grammatically correct?

"Through the broadcast, a national emergency is proclaimed, and measures, although not immediate, to safeguard the lives and property of the population that are being taken are made known. The fact that the birds, in vast numbers, are attacking anyone in sight and have begun an assault upon buildings, as well as commands for every person to take precautions, to remain indoors, to do the utmost they can to prevent entry in whatever shelter they have taken, to remain calm, and to not panic is also revealed."

It's grammatically correct but terribly wordy, awkward and confusing. The message is lost in the verbiage.
