Is one correct, because it says, on the other hand?

In #1, the semicolon should be BEFORE "on the other hand," and there should be a comma after "hand." Also, there needs to be a space after the semicolons, just as there should be after just about all marks of punctuation.

The original #1 is incorrect, as you stated. Now ... what about #2?
