Yes, 1 and 2 mean the same, but 2 is very awkward. 1 is best. And, yes, 3 and 4 mean the same. Both are "action" in that they participate in the marriage ceremony in 2007. To indicate the state of being married, one would say that he and Susan are married, or that his is married to Susan.
