surface area = 2 circles + 1 rectangle
= 2πr^2 + (2πr)(h)
= 2π(5^2) + 2π(5)(15)
= 50π + 150π = 200π cm^2
1 m^2 = 10000 cm^2
so our surface area = 200π/10000 m^2
cost = 4500(200π/10000) naira
= 90π naira
