Well, D is a root cause. The war was caused when North Korea invaded South Korea in June, 1950. The United States had withdrawn almost all troops from South Korea and had not pledged to defend South Korea, so went to the United Nations to ask for intervention on behalf of South Korea, to maintain the division of the country that had been agreed upon at the end of World War II. So, I think B is the best answer. The North Koreans wanted the Korean peninsula reunited under it's own rule, South Korea wanted to remain independent under the conservative government of the U.S.-baked Syngman Rhee.

But, your school program is not wrong to say that the division of North and South Korea, as agreed by the U.S. and the Soviets in 1945 was a root cause. If the North Koreans (backed by China) had left well-enough alone, there would have been no Korean War.
