well i know that he did not started the new deal um what else well now i know that he did not close the banks .... so i think is underestimated the deppression but didn't the great dression started because of the war for supplies.....??? don't know but i think is a or b can you tell me the answer plz

Actually, I don't think he underestimated the depth of the Depression, but his actions proved inadequate, in most people's opinion. B is the best answer of those four possibilities, though.

Herbert Hoover did not cause the Great Depression. The economic cataclysm struck eight months into his presidency. Traditionally, the government did nothing during economic downturns. Instead, officials stuck to laissez faire policies and waited the economy out. President Hoover ignored tradition. Instead of laissez faire, he led an unprecedented government effort to bring the country out of the Great Depression.
