I don't really see how you can reconstruct what you have written using supercommas. What you have here is well written as it is. You might rewrite the last two sentences combining "twist personal information in erroneous ways". "victimize individuals", and "misinterpret video tapes). I'm not sure you can support "monitoring devices make mistakes". The devices record what they record. Humans make mistakes when viewing the record.
