Depending on how you shave it, there is a possibility of genital cuts and bleeding. New stubble may cause irritation. No change in growth, but illusion of faster growth with stubble, because you are starting with zero background. For example, 1/4 inch growth with normal length hair is not noticeable, but the same growth from bare skin is extremely noticeable. The same effect is found with beards.
