You are correct, A is the answer.
This problem is very simple.
By plugging in 9 on the other side, and then solving, you get the same value of 0.9 on both sides. Or, if you cross multiply, you should get 1 as the answer. This is because you get 90/90, which also is 1.

P.S. I also thought "x10" is supposed to be x/10 right away, since most proportions are like this.
