Based on research, I would mostly go with B.

Wimberly Jones didn't have mush of "any formal schooling in the field", so I would suspect that he couldn't really read. Royalty authority people most likely learned how to read and write based on how they lived. Wright thought that Jones was "a threat to royal authority". This makes me assume that B would be the best answer.

For D, it doesn't say that he was a leader. It just says that "his name was attached to the famous card calling the Sons of Liberty to meet for the first time in Tondee's tavern".

For A, I don't think is the answer. He was a delegate at one point, so I would think he was eligible to vote.

For C, it doesn't even make sense to me that this would be the reason.

So yes, I have to go with B as the answer.
