This is a poorly worded question.

" y=x+4 and the parallel must past through this given point (-7, 1) "

y = x+4 does not pass through (-7,1) and you cannot make it do it, unless you change its slope or y-intercept.

If you merely want a new line which is parallel to y = x+4, that is quite easy

since it must have the same slope, it must look like
y = x + b,
plug in your new point, (-7,1)
1 = -7 + b ---->b = 8

new equation: y = x+8

for you second, I have the same comment , y = -(1/2)x + 1 does not pass through (4,2)
you probably meant .....

slope of perpendicular is +2 , so new line must look like
y = 2x + b
plug in your new point to find b and you are done
