The cost, y, of renting a canoe can be shown by y+12x + 30 where x is the time in hours. Identify the y intercept as an ordered pair and explain what it means in terms of the problem.

You must have meant:
y = 12x+30
the y  intercept is (0,30)
it means that there is a basic cost of $30 to rent the canoe.
So as soon as you tied your canoe to the top of your car, it would have cost you $30.
