what was the most significant reform that Peter the Great implemented in Russia?

What do you think?

i know that Peter tried to westernize Russia in a way by changing their fashion style and cutting off long beards but that wasn't a great reform so I'm guessing education? since 95% of the population was illiterate at the time, education helped significantly?

I'd agree with education as being an important reform.

would it also be considered as westernization in a sense?

okay thanks :)

Yes, definitely.

You're welcome.
