Is work being done by an ocean wave as ;it hits a dock with a force of 1000N?
No work is done, because the dock does not move.
However, some of the kinetic energy of the wave will be converted to heat and small-scale vorticity and turbulence in the water. A large fraction of the ocean wave energy will also be reflected by the dock.
