How do I find the measurement of side CDin the quadrilateral WVUT if the midpoints are F,E,D,C and WU =45 in. and TV = 31 in.?

You didn't identify where F, E ,...etc are
e.g. is F the midpoint of WV ?

In any case, you will probably want to use the Midpoint-Theorem, looks simple enough
