If the cost of a cell phone has decreased 400% during the past 10 years, does that correspond to a cost decrease of four times?

This has me confused. If you decreased the cost of something 100%, wouldn't that mean that the cell phone would be free? With 400% decrease, does the company pay you three times the original cost to take the phone?
