I would have to say the academic advisor. The advisors naturally know the program better than the student, so they need to help the students orientate themselves. Also, if the advisor does not plan the program well and explains it well for the student; the students will end up doing the wrong thing like taking the wrong classes, etc. If the program is not well planned out then the student will end up doing the wrong thing, which could hinder his success or cause disappointment.
