How can I justify these three questions without answering them? I need to justify why these questions must be answered by the next generation of leaders in this nation in order for the preservation of the quality of life and to maintain the stability of the government.
1. Who should have the authority to rule?
2. How do we ensure the well-being of the people?
3. How will the nation evaluate and anticipate the evolution of change?

I understand that, but could you give me some information I should research for each of those questions? I am outlining for an essay and need evidence for my points.
