how do I figure out the formula for graphing of y=1/4x. I do not understand this at all

y = 1/4x can be written as y = 1/4x + 0

This is in slope-intercept form: y = mx+b, where m is the slope and b is the y-intercept.

y = 1/4x + 0
The slope is 1/4 and the y-intercept is 0.
Slope = rise/run
