Is there a need for a child care center in your community? Suppose you started such a center and you couldn't get any children to enroll? Isn't the first thing you should do is determine if you'd have enough business to be financially successful?

I'd disagree with that answer, but see the logic behind it. I'd say it's more important to develop a philosophy. Without a philosophy, you don't really know what you're selling. If you don't know what you are selling, you do not know if there is a need in the community for it.

I just honestly think it's a poorly written question. Almost all answers can be logically argued. I would say C is almost definitely wrong.
