A student claimed that 9/(-11) is an improper fraction. How
do you respond?

    It is the negative of a proper fraction. You could also write it as
    -9/11

    I have been unable to find a definition of "improper fraction" that applies to negative numbers. What really seems to matter is whether the absolute value of the numerator is greater than the absolute value of the denominator.
