Why can lead sulphate not be made in the same was as copper (11) sulphate

I suppose the stupid answer is that Pb is not Cu; therefore, one must start with a lead salt and not a copper salt. I know that isn't the answer you are looking for. Perhaps it's because PbSO4 is insoluble in water and CuSO4.5H2O is soluble in water. The procedure for the preparation of each must be different.
