The best answer is either A or B, depending upon the emphasis placed on this dissolution by the text book author.

There wasn't overt conflict in eastern Europe because the USSR put down any attempts at rebellion. Many nations in the world were affected because it announced that the Cold War was over and the USSR was no longer threatening the western world.

Check your book again for what that author says.

---------------------- A referendum for the preservation of the USSR was held on 17 March 1991, with the majority of the population voting for preservation of the Union in nine out of 15 republics. The referendum gave Gorbachev a minor boost, and, in the summer of 1991, the New Union Treaty was designed and agreed upon by eight republics which would have turned the Soviet Union into a much looser federation.
