These are not math questions. They are asking for you opinions. Undercount errors depend upon the ethnic and income levels of the district. Opinions tend to divide on liberal vs. conservative lines.

Just to comment on drwls under count is not based on ethnic and income levels. It is based upon people bot responding to the questionnaires.

I would be very surprised if there is not a statistical correlation. The below-poverty-line, homeless and undocumented aliens will be less likely to receive and return questionnaires.

undocumented aliens aren't counted as part of the population

homeless people never fill out a census anyways and they aren't taken into account when assigning HR seats. also homeless people cannot vote.
