Are the accountability systems put in place within our public service agencies working best as an escape route for those elected to govern the agency or as a tool of transparency for the interest of the people who elected them?
I don't know if I would generalize on this at all. Most serve as psuedo accountability systems, they measure some of the items, but often fail to do indepth tracking of success or failure. I recommend you get to specific accountability systems.
