Is it fair to hold a member of the incumbent party – such as Nixon in 1960 or Humphrey in 1968- responsible for the policies of the president, even though the individual may have had no role in formulating them? Are voters better off if it is fair? Is there any way in which the voters’ willingness to do this (fair or not) might make our political system work better?
