What is the difference between a company value and a company norm? How would you try to create a culture that is best for (a) a hospital and (b) a car dealership?

A company value is usually expressed in its mission statement. The company norm is what the employees actually do.

Values for both a hospital and a car dealership should emphasize being honest and helping the patient/customer as much as possible.
